Could not start the Windows Installer service on Local Computer

Hi! to all Expert!

I am having a hard time trying to install any software in Windows server 2003, I used to do it without any problem, but now, it comes up with this error message:

Windows Installer
The windows Installer Service could not be accessed.
this occur if you are running Windows in safe mode, or if the windows installer is not correctly installed.
Contact your support personnel for assistance.

I need some serious help here, I went to services and try to restart windows installer service, but  it gives me this error message:
Could not start the windows Installer sevices ion local computer.
Error 14007: the requested lookup key was not found in any active activation context.

Hi lancien!

The error messages usually appear after failed installation of MSI Package or Disabled "Windows Installer" service.

Try following all the steps listed in the website -

Hello!  jaimeklein,

Thank you for your help but it didn't work. i would like to reinstall windows server 2000 in order to overwrite the system files, and registry ( because, I am sure that they messed up) however, I want to keep the existing folder, and configuration  (we have many share folder in there, because it is a  File Server and no the our PDC), is that an option that allowed me to do that?

The services component in computer managementt gives me this error message:
Could not start the windows Installer sevices ion local computer.
Error 14007: the requested lookup key was not found in any active activation context

I tried all the solutions above and they didn't solve the problem. But then I realized that "DCOM Server Process Launcher" service was disabled. I changed Startup Type to "Manuel" and started the service. Then I tried to start the Windows Installer service and it started.

Try the following command

%systemroot%\system32\msiexec.exe /unregserver
%systemroot%\system32\msiexec.exe /regserver
