Grant a user access to everybody's calendar in Exchange 2003

I was ask the question from the owner of the company I work for if he could have access to everybody's calendar in Exchange 2003.  How can I accomplish this without going to every client pc and doing this through Outlook 2000?  We have about 250 Exchange accounts in the private information store.  

Thanks for any insight on how to accomplish this task-
