OK...encript grayed out....now what?
This will generally happen when you access the database through a UNC (\\ServerName\Directory\da tabase.mdb ) versus (c:\My Documents\Directory\databa se.mdb). This is a security item recently added to access. The easiest way around this is to access the file through a drive mapping versus a UNC.

The file is on the client's C:\My Documents folder on her hard drive. She is just double clicking the file to open it.

I've had to leave the client's office and won't be able to get back for a couple of days to check her permissions.
This may not matter but this database was created in Access 2000 and she has Access 2002.
I assume her IT dept may have installed some kind of extra security that she doesn't know about and I can't figure out.
