Where to Download/find Setpwd.exe?
I am trying to change the Recovery Console Administrator password on a Domain Controller.

I need this the Setpwd.exe utility, but cannot find it anywhere.  I checked the "Microsoft Maze" of downloads and could not find it.  I searched the I386 folder on the Windows 2003 Server CD and it did not show up.

Please advise.

Setting password failed.
WIN32 Error Code: 0x6ba
Error Message: The RPC server is unavailable

I checked the Application Event logs and found that I have many Even 13 errors.

Description:
Automatic certificate enrollment for local system failed to enroll for one Domain Controller certificate (0x800706ba).  The RPC server is unavailable.

I think my cause is more like the 3rd of the 3. An RPC channel cannot be established.
The question is, how do I establish an RPC channel?
