How to copy user profiles to another in Windows Server 2003 *WITHOUT* using active directory

I need to create 4 users for remote connections, each user will have identical settings on their profiles as far as files and settings. Now I will create a user, the master user so to speak, and I would like to clone this one so that the other 3 profiles match it exactly.

This could easily be done in Windows XP by using the export file settings wizard, but I cannot find that in Windows Server 2k3. Any ideas on how I might be able to copy them?

Keep in mind that a simple replace of the user's profile (folder) wont work as there are a plethora of settings stored in the registry.

I have been advised to use Active Directory to create a template profile, but I am not that proficient with AD and would like to avoid using it.

I'm trying to copy the profile on the same PC.  Your advice almost made it, it copied archives from My Documents and the like.  However settings such as Start Menu behavior (Start vs. Classic) and folder option settings were completely ignored when copying the profiles as you suggested. Seems like settings in the registry are not copied when following this procedure.   It is a close clone, yet not a full clone :S
Correction, you were absolutely right, the reason why the copies were not copied as I expected was because one of the target clone users was not admin at the time.  Sorry about the confusion!
