DCpromo fails with Netlogon service error

I have 3 DC's and one of them is having various non critical problems so I decided to rebuild it.  The problem is when I run DCpromo I get the error "Failed to configure the service Netlogon as requested" "The wait operation timed out".  What do I do to solve this?

Thanks

Do the new computer have a DNS? If so it seems that its not synced right with other DNSes.. If not, it sounds like the NWconfig is set up with wrong DNS or something..
btw, are you able to stop/start the netlogon service manually? If not, what errors do that generate?

The DC I'm trying to remove AD from is a DNS server, but one of the problems it's having is related to syncing.  How do I check NWconfig?
The NWconfig is the setup of you NIC... I thought you were in the process of setting up the new DC, if not i am in the blanks on this one..

The DSN settings on the DC to be removed were the problem.  DCPromo worked fine after changing them.  I ran AD Schema and verified that the FSMO is already on another DC.  Thanks for your help.
Glad to assist!
