Error 8007203a opening an LDAP connection

I have a current exmerge program on my 5.5 server and 2003 server.  I did an initial export/import about a 6 weeks ago and getting ready to go live and wanted to get the "DELTA" mail between 9/1/2005 and today.  The initial import was succesfull after changing the  permissions for send/receive.

Now I get this....

Permissions still look fine....
