Error 1706 no valid source Office 2000 SR-1 Premium when opening access db from User account

I have Office 2000 with SR-1a installed on an XP Pro machine and all is ok, except...
when I switch users from admin to a new user with limited access and then open
an Access database for the 1st time and it tries to configure Access for the new user account,
(I've seen that happen successfully on a bunch of machines without SR-1a installed).
unfortunately, on this one with SR-1a, 'Error 1706 no valid source Office 2000 SR-1 Premium' appears.

After canceling quite a few alert boxes, Access opens the db and it works, but the whole
thing is a hassle and alarming for the operator of course.

In Add/Remove programs for an admin user there is no option to uninstall SR-1, only to repair it.
Unfortunately when I attempt that, it cannot find the installation.

If I try to install SR-1a while logged onto the User(limited) account, it says it's already installed.
In both admin and limited accounts Access shows that it is version SR-1.

Management would prefer to avoid SP3 for Office 2000, or re-installing Office if possible.

I believe There is a way around that using group policies but I haven't found it yet. What I have done is setup one computer & then use Norton Ghost to copy the entire disk to all my other computers.
