Try putting the terminal server into install mode before you install anything.  In a command window

change user /install

after you are done..

change user /execute

The terminal server has a special mode when in application mode that requires it to know you are making changes for everyone!  This is very important.  You are probably getting this message for a safety measure.. usually software that does this won't install because they thought if you don't know to put the terminal server into install mode you probably shouldn't be installing software on it and they don't want you to until you understand how it works, or talk to somebody that does as terminal servers can have so many users you don't want to mess them up!

I recieve the "Error 0 setting install mode" when I use the "change user" command!!! while logged in as the administrator. Change user /install and change user /execute both give the Error 0. I have googled and looked through MS and can'nt find reference to this anywhere.
