Limit Uppercase Input

Using an if statement, I want to limit the number of uppercase characters entered in a field to x% of the total number of characters, raising an error if true.

$str = "AsAAsdasdadasdasdbCd";

for($i=0; $i<strlen($str); $i++)
    if(strtoupper($str[$i]) == $str[$i])
echo "No of uppercase letters: $count\n";

if($count > 10/100 * strlen($str))
    echo "Error";

Should this work where $str = "This is a sentence with CAPS and grammar." ?

Change the if statement to

      if(strtolower($str[$i]) != $str[$i])
