I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Greetings, anup001 !

You can disable access to the Internet Options of Internet Explorer

To lock the Internet Options, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Add the "NoBrowserOptions" Binary value.  Set it to 1.

4. Close Registry Editor, restart IE.

Here are other restrictions that you can placed on Internet Explorer

Most of that can be acheived by installing a privacy manager like the one from McAffee. You can also enable content advisor and set the access level found under content section in Internet explorers Internet Option.

You can set the settings via gpedit.msc --> Windows Components --> Internet Explorer. You have an array of options that you can configure Internet Explorer. Matter of fact if you want you can configure many other restrictions from Group Policy.

There are many 3rd party software that would allow you to do this through an GUI.

A free console could be found at  <<  http://www.dougknox.com/xp/utils/xp_securityconsole.htm   >>

Read the instructions and deploy. This program should be suffice for your needs plus more.

From your story I understand that you want to be able to check what sites the 'ordinary users' have been visiting, by restricting them to cover their tracks...

Even when they manage to delete the browsing history, you can still track which sites they have been visiting.
Check out http://www.acesoft.net/index.dat%20viewer/index.dat_viewer.htm

Then restrict access to IE settings like war1 suggests.
