Domain User can remove Group Policy Settings

Hello,
I set up a User Group policy to configure proxy server settings on all of the domain users' Internet Explorer settings.
The policy works, but Domain Users are able to deselect the Use Proxy Server box.  Thus bypassing the proxy server.

How come normal Domain Users can do this?  I thought that they would not be able to do this.

How can I prevent them from doing this
