Reinstall SBS2003 PE

I am having a multitude of problems with my installation of SBS2003 PE, most of them self-inflicted.  I am thinking that a reinstall of the the server might be required but I don't know the consequenses.  My proplems include. but are not limited to:
Unable to open Companyweb.
Unable to add/remove components from SBS2003.
Unable to open Backup Wizard.
Unable to open Server Management console.
Unable to open SharePoint Central Admin console.
Unable to complete Windows Update.
Unable to open Windoes Help and Support Center.
Unable to rediret folders.

How long ago did you install this?  What settings are you worried about losing?

FYI, it generally takes three full installs before getting it "right".  So, you certainly aren't alone in your dilema.

Installation was in August with the help of an "expert" but it wasn't until today that I got the last of the client-side problems worked out.  I don't trust my restoration volume and am wanting to avoid losing all of the user account settings and group policies that have been made to date.  The client are authenticating properly with the server and are operating fine with the exception of not having access to the intranet.  When I attempt to run setup from the SBS2003 installation CD I receive a message that the version on the CD is older than what is installed and then exits.

You shouldn't be running setup from the SBS2003 Installation CD  Instead the right way to reinstall components is via Add/Remove Programs > Windows Small Business Server 2003.  You must be logged in with the builtin Administrator account to do this.

Your link above was great but after Add/Remove Setup loads 25 of 40 SBS2003 components, I receive the following error:
Runtime Error!  Program: (blank)  This application has requested the Runtime to terminate it in an unusual way.

Setup.log has no errors.

It's not really as bad as it looks... most of those errors are due to a faulty Sharepoint Install.  Was this an upgraded machine?  It doesn't really matter at this point, but I'm just curious.

At any rate, run this command at the command prompt:  "rd /s /q 'C:\Program Files\Exchsrvr\Mailroot\vsi 1\BadMail'"

Then, try to do this KB first, http://support.microsoft.com/kb/320202 and then follow up with 887305 (yes, I know that will uninstall and reinstall IIS twice, but that's okay).  If you get any errors along the way, you need to resolve before continuing to the next step.  Since 320202 stops and removes the Exchange stores before initiating the integrated SBS installation, I think you'll get past the 25 of 40 issue.

I understand you may be very frustrated at this point, and if this fails the next step would be a full reinstall.  It's not terribly painful if you can get a decent full backup to run prior to reinstalling.  You would then basically do a CLEAN install up to all current patches and service packs, then do a full restore which will recover Active Directory, data files and Exchange.  A full overview of this process is here:  http://sbsurl.com/backup

Your recommendations helped considerably but I am still not done.  I did not have a perfect application of Article #887305, so I have a bit more work to do.  The error messages that I received are:
Setup failed while installing sub-component Base DAV with protocol error code 0X80080005.
and
Setup failed while installing sub-component Microsoft Exchange WMI Providers with error code 0xC103798A.
