Hide Submit button on view; show on click

I have a web page acting as a ballot.  Everything works except, if a user does not click on one of two radio buttons, a faulty vote is accepted.  To get around this, I would like the page to open with the submit button hidden.  When the user clicks on one of the radio buttons, the submit button appears.
I've tried putting it within div, but no attribute seems to work.
TIA

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

have you considered just disabling it?  javascript can set the disabled property on clicks.

<select onclick="document.getElementById('go').disabled = true">

then just set the button to disabled when you load the page and it will be enabled once the select is clicked.

<input name="blah" disabled>
