Small Business Server 2000 Restricted

I ran Belarc Advisor on a Dell Poweredge 2600 server running Windows Small Business Server 2000 / SP4.  Under "Operating System", it says:

Windows 2000 Server, Small Business Server Restricted Service Pack 4 (build 2195)

Can someone explain the meaning of Restricted?

Restricted means that there is a CAL limit.  (SBS 2000's limit is 50, and SBS 2003's limit is 75).

Basically it's saying that it's "WINDOWS 2000 SERVER" which is restricted in use to SBS only.
