where can I download "development tools" for linux ENTERPRISE? And by development tools I am referring to (cpp - libc - glibc - bimutils - gcc)

By "linux ENTERPRISE", do you mean Redhat Enterprise Server?

If so, all the development tools are on the Redhat install CD's, or you can simply install them by doing

up2date gcc

Assumes you have registered your RH subscription of course.

Actually, I have got a dedicated server from the www.EV1servers.net datacenter with linux enterprise release 4, and I do not have access to the CDs. but I have a root access and I can install the package remotely if I have them.

We currently offer Red Hat Enterprise Linux, Release 4 as our preferred Linux operating system.

All of our Red Hat Enterprise solutions are registered with RedHat's Up2date service, which makes installation of new packages and security updates a breeze.  
 
So you are using Red Hat Linux. You can get the full development environment with up2date as Tintin suggests.

What type of development tools are you looking for?
There are several like:
Eclipse
Java SDKs
KDevelop / QT
Kwebdev
Anjuta
etc. You need to identify if you are developing for the web or for client/server and then choose your tools. You should also find these on ur Redhat CDs.
