Detect https / SSL / 443 Using PERL or JavaScript

I know how to do this in PHP but not sure how to accomplish with PERL. I have my https folder mapped to my http folder but I want to require that users use https when accessing one of my scripts. Is there an easy way of doing this in PERL or JavaScript? I would optionaly like to make sure 128 bit enc. is being used and redirect to a new page where I can display the requirements or a link to the https equivilent.
