troubleshooting Question

What's the best order?

I've got an app that I want to do a couple of things through when it first loads.
I have a main form and a 'splash' form.

Here's what I'm wanting to do...

1)Upon 1st run, show the splash screen (just this once), write a value to the registry (FirstRun="No") if the splash screen has been shown/app has been loaded more than once.
2) Determine user's name (will pull from Active Directory) and then...if I can't locate their associated department from AD (I *think* I can for what I'm after, but not 100% sure yet - otherwise I have to 'prompt' the user somehow) and write these two values to the registry.

So, should I
a) run this code in my splash form?  Then have that form 'load' each time, but only 'show' if the registry value indicates that it's necessary
b) run this code from my main form, showing the splash form, etc, as needed
c) do the above in a sub_main module code
d) something else??

Thoughts/opinions are welcome... :^)
