Is my Router blocking ips

Is there a config file on the Cisco 2621xm router that would block ip ranges from different services like a certain block of dsl ip ranges can't connect to my vpn but if it has a static ip it can connect? This is very strange and Telcove who is my provider says they don't block anything and as does Verizon. I am also running a linux/shorewall firewall (Black box Server). Any light?

You need to look at the running config of your router:
  1) logon to the router (enable mode)
  2) perform the follwing commands:
       router# sh run | i access-list
       router# sh run | i access-group

This should be enough to determine if any access-lists are configured and if they are applied to any interface.
From this listing we can see what traffic is being blocked.

Another way would be to use the commands:

show ip access-list
show ip interface
