Losing Form Data When Using the Back Button

I have simple form that users fill out to complete a request.  The form is divided into pages.  The first page collects the generic info, then it gradually gets more specific.  There are 3 pages/forms total.  After the first page/form is submitted, I insert a new record into the database, but in an "incomplete" status.  As the following forms are completed, I update that new record until all the fields are completed and then on the last form I ask them to verify what they submitted and click a Commit button to finalize/approve the request.  The tester asked for a link to go back, in case they forgot something in a previous form, but when I added this (just using simple JavaScript to go back), they lost all the data they had entered on the previous forms.  What can I do to prevent this, if anything?

My pages are writtne with ASP.NET, but I wasn't sure if this was something I could address with HTML or what?
