troubleshooting Question

only 3.5 GB of RAM shows (using 4 - 1GB chips)

I have 4 - 1 GB chips of RAM in a Windows 2000 Server but in Task Manager & System Properties it is only showing 3,668,952 KB (roughly 3.49 GB).  My motherboard specs say it can handle up to 12 GB of RAM.

I'm not sure how this could be happening.  If a stick of ram was bad wouldn't it only show 3 GB (or maybe the server wouldn't boot at all)?

Any help with this problem is appreciated.
