Group Policy for Screen Saver/Password Protection - Making Screen Saver Selection, None, unavailable

So...

Does anyone have some ideas on how to set a Screen Saver Group Policy with

Screen Saver <Enabled>
Screen Saver Timeout <Enabled - 15min>

But allow the user to select their own Screen Saver, but not select NONE?  Defeating the purpose of having the policy in the first place.

It's in HKCU\Control Panel\Desktop\ScreenSaverIsSecure

1 for password
0 for no-password

If you set this as 1 in the GPO, they cannot get around this.
