I want to make a menu w/ multiple windows list menu

WHY?
Does the list have to be always the same?
what is the purpose to have this list multiple times?

Basically What I want to do is to group all sub menu.
In my example I have a File Menu with menus Toolbars, SlideBar, Page Source, Fullscreen and Reload wherein my Toolbars Menu has its own sub menu and also same as SlideBar Menu. This basically What I want to do with visual basic because vb6 basically allows only ONE windows list menu or group sub menu...

Example:

File
------Toolbars
------------------Navigation
------------------Bookmarks
------------------Customized
------SlideBar
------------------Bookmarks
------------------History
------Reload
------Page Source
------Fullscreen

in VB6, to create this structure is easy! Simply add all the items, and use the -> arrow in the menu configuration to get the item more to the right which makes it a child of the above, resp a sibling if you have the same number of -> clicked.

If you want to apply the different functions for a given windows, you should develop a small form to select the form from the forms collection... this gives the user at the same time the option to confirm/cancel the action
