Trouble using special Characters when already entered in PHP or MySQL

OS : Fedora 3  Linux
Webserver : Apache 2.0.52-3
MySQL :        3.23.58-13

Hi,

I have a problem showing special characters correctly in my instance this is mainly æøå ( Norwegian Characters )
When entering them directly into the database from a website they are showing OK, but when they are a part of an existing database or PHP file they come out as questionmarks.

The PHP files are set to use UTF-8 this is also configured on my apache server.
