Could you give some more details of the requirements? GUI, command line, programming interface, and as InteractiveMind asked, automated.

For Windows:

Thunderbird is free forever and can send e-mail.  Outlook Express comes with Windows for "free."  

For Linux:

Has a bunch of e-mail clients that can send e-mail, such as Thunderbird and sendmail.

FWIW, I thought Thunderbird was awful, but many people swear by it.
