No Beep, No Boot, No Display, No Clue

I have an Asus P4PE-X MB that has been sitting around for a while.  This MB worked fine prior to removing it from its chassis.  I'm trying to build another machine with it and I can not get it to boot.  There is no display, nor are there any beeps.  I've read a couple of other topics within EE that talk about this situation.  I've stripped the computer down to nothing but a system speaker, CPU, and RAM, but still no beeps.  I went one step further and removed the RAM at which point I did receive a beep indicating that there is no RAM installed.  My question here is would the MB still be the problem even know I received beeps indicating that the RAM was not installed?  I'm assuming if the MB is bad than I wouldn't receive any beeps ever.  If the MB is not to blame, what else can I do to troubleshoot this?

The MB is entirely out of the box.  I have it sitting on a wooden table.  I've reseated the CPU, and the RAM.  I've also tried RAM from a working machine (yes it's the same type of RAM).  This MB has a jumper to clear the CMOS, so I've done that as well.  I've examined the caps and I do not see any caps that have exploded or are swollen, nor do I see any that seem to be leaking.  Any other suggestions before I trash this MB?
I've also tried two seperate power supplies.

The MB is sitting on a wooden desk right now, so I don't think it's grounded out.  The board came out of a the original case it was in, then back into the original manufacture packaging.  I then installed it into the new case, at this point the MB was not working, so I then it from the case and placed it on the desk.  If it did receive a shock is there any way to know?  Also if it received a shock is the board now junk?

The only thing I didn't swap out was the CPU because I don't have another one.
Also, I don't even have a video card in it right now, and still no beeps.
do you have a board to test the cpu on? if the cpu is good, there's nothing left but the motherboard
Nope, no other board to test on.  However, I was able to get my hands on another CPU.  Much to my dismay, I experienced the same issue using this CPU.  I think it's time to close the books on this MB.  I'd like to thank each one of you for your assistance.  You've all been helpful.  Trying to be fair with the points I've decided to increase the point value of this question to 300 and award each of you 50 points.

Just a question...did you ensure that both the ATX power connectors are pluggin to your MB? Both the large 20-pin connector and the smaller 4-pin connector placed next to the CPU?

Connecting only the 20-pin connector would get symptoms as you are describing...
