Only allow local users to Relay E-mail through Exchange 2000

I am having trouble with spammers trying to use my Exchange server, and I want to deny all relaying except for those on the local subnet (ie 192.168.1.X). When I try and set that up through the SMTP virtual server, it always ends up blocking everyone or I start getting errors that say "Relaying unallowed for user@domain.com".

I tried setting it up through relay, and connection security, selecting "Group of computers" but I can only enter 192.168.1.X (I can't add a star, and neither 0 nor 255 seems to accept local connections)

What am I doing wrong?
