Active Directory GPO

I've got domain controllers in multiple sites, running nearly identical active directory GPO's.  All DC's are seperate domains.  I'm in the process of upgrading or replacing my servers and would like to find a way to create one GPO and copy it to another domain after its built.  I've looked at the group policy management console offered by microsoft but it only works for the same domain.  I'm trying to do this without buying any software but am open to options.  Thanks

it also supports either linking OR cross domain copying in case you need to make exceptions to one domain

been a long time on this one, any luck, can you finalise this question
