Independently changing image size AND Resolution in PSE4
I just upgraded to PSE4.
In v 3 I could adjust the file size of an image by reducing the resolution. In v4 size and resolution are not independent; I can't change one without the other changing.
So it doesn't appear that I can reduce the file size by simply reducing the resolution; but surely there is a way.

The object was to reduce the overall FILE size; for people who don't have High Speed Internet access, as well as for web pages. All I wanted to do was change the dimenstions of the image, AND reduce the resolution; in order to create a smaller FILE.
I have found the answer to this question.
The solution is to go to Alt-Ctrl-I (resize iimage) and uncheck the "Resample" box. When I did that I was able to change either; size or resolution, independently.

To alter the image size while sustaining the resolution you can either...
Image > Image size and work from here or go to
Help > Resize image.
If you tell us what the image is for... Print or Web I can give better advice.
