Debugging a Web Service

I don't know what I'm doing wrong here.  Maybe it's been too long since I've done this, and it's something really obvious.

I have a test Windows project with a WS proxy to a WS that's also in the solution.  The solution is set to Debug, the WS's web.config is set to debug=true, and I have a multiple-project startup:  first is my WS ("wait for an external program to connect") and then is my Windows project.

I have breakpoints set in my WS, first statements of each web method.  They never break, but I know that my Windows project is indeed calling that WS.  It's just not honoring my breakpoints.

What am I missing here?
