Can't stop or start services nor install new applications after windows 3.1 installer update

Windows 2000 server, SP4

None of the services will stop on the server.  When I try to stop any service the error message appears: 'error: 1053 The service did not respond to the start or control request in a timely fashion' and the status remains on 'stopping'.  After a reboot the service starts again or the status remains on 'stopping'.  Trying to change the startup mode to manual hangs the services mmc.  I cannot install any Microsoft updates, they just sit there and do nothing.  I have searched for this error but can only find errors relating to starting not stopping  I have ran a virus scan in safe mode and run adware software and found nothing.  I saw that another user was able to fix their problem by disabling the PBE agent in safe mode, I cannot access the services when in safe mode to stop them.

Check the eventlogs. You should still be able to access services, and then change their mode from automatic to manual or disabled.

Error 1053: The service did not respond to the start or control request in a timely fashion.

CAUSE
The ServiceBase class calls the OnStop method directly from the Service command handler that is defined in the ScDispatcherLoop of the Advapi32.dll file. After 30 seconds, if the ScDispatcherLoop thread is not ready to receive a new service command from the service control manager, Windows Service Controller marks the service as "time out." Therefore, you receive this error message.

RESOLUTION
To resolve this problem, obtain the latest service pack for the Microsoft .NET Framework 1.1. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

First you may want to set the services to Disabled.
Reboot...Reset the services and check the login password.

When most services get an error Stopping, they time out in 5-10 minutes and do stop.

Thank you to everyone, I have resolved the issue by changing the startup in the registry to manual.  After reboot, I was able to disable the PBE agent and server.  System is well.
