Internet Explorer was not able to open this Internet Site. The requested site is either unavailable or cannot be found.
Hello,
At one organization, our users, when trying to download (by clicking on) a file (.rtf) linked to our web pages, they are getting the message:
Internet Explorer was not able to open this Internet Site. The requested site is either unavailable or cannot be found. Please try again later.
The users are on Windows XP and the site is not SSL. The link goes to a document on our server (i.e., it's all local).
This error only appears for one organization. Every other organization/user does not get this message.
Any thoughts on why this is happening?

I'll ask if they can do the cut-and-paste. I don't know if this person would be able to tell me if this happens on other sites (I'm assuming not since she seemed surprised by it). But, she probably isn't accessing documents linked to other sites either.

Are they getting the Information Bar showing or just the "Internet Explorer was not able to open this Internet Site. The requested site is either unavailable or cannot be found. Please try again later." ?

Are all the users that can download running Win XP or is the one organization having problems the only ones using XP?
How many computers are in that organization? More than one? And none of them can get the file? Sounds like that particular organization doesn't have access to the server for some reason.

I don't think they can add us to trusted sites because our site is http, not https.
Unfortunately, I don't think an allowable solution will be for us to tell them to add our site to Trusted Sites (unless that is mandatory since they have some setting on their computer requiring it for downloads?)
I think everyone is running Windows XP.
They only tried 3 different computers.

Try clearing the cache by Start->Control Panel->Internet Options ->General Tab ->Delete Files
3 different computers can't get this file. Got to be a networking issue then. I'll see what I can find. For now you could try adding your site to their Trusted sites list and unchecking the "Require server verification (HTTPS:) for all sites in this zone" to see if it helps.
As war1 above said, it's probably a firewall or proxy connection within that particular organization.

OK, I found that the user can open the file if I send her the direct link.
I also sent her to a different website that had links to rtf files. She was able to open them without a problem.
So, it sounds like it's unique to our website and her network.

I looked at the IIS settings (HTTP Headers tab) and we have and "Enable Content Expiration" isn't checked.

An IT person at the organizations seems to have been able to fix the problem (although I don't understand how).
He says he had them change their setting under Internet Options | Advanced | Do not save encrypted pages to disk.

skbohler, glad to hear user can accesss the website. Sometimes in Advanced tab resetting to default can fix such a problem.
I wouldn't be opposed to splitting points. : )

Can they cut and paste the link to the IE address bar and access the site? Are these users able to click on other links and open other sites?
1. If the problem is clicking on links in IE, you may need to register some dll files
