troubleshooting Question

WRT54G v5 Access Restrictions

I read in these forums a similar question & answer, not 100% clear though.
I have a client with a Linksys WRT54G v5 router and wish to place access restrictions on 2 client PC's.
The client PC's are static IP's, and the 2 in question must have HTTP & HTTPS blocked.
On the access restrictions page, I create a rule/policy, I select 24 hrs, I select the IP's, I enable the policy/rule, as well as specifying blocked services as to HTTP & HTTPS.
Sure, all is blocked, BUT I don't want ALL blocked, I want ONLY HTTP & HTTPS.
I need SMTP & POP3 (25 +110) as well as possibly FTP (CounterSpy, NOD32, etc., for updates and so forth...if that indeed is the port/protocol).
After the rule is enabled, I cannot access via RDP any longer, so I must log into the Linksys Router and disable the policy to gain access.
I read within these walls that you have to create ANOTHER policy/rule, tried that, still no good.
Is there anywhere I can get the solution, as Tech Support is totally clueless afer 1 hour with then telling me to do what I already have done with no resolve......
I have another client with a D-Link router, totally works.....
HELP!!!!!
I'd like a 100% total solution, easy to follow and working process.
