IBM T23 display problem

Background information:
I have an IBM T23 laptop. It's past warranty. I am familiar with opening and replacing parts in the laptop.

I initially had a screen flickering problem, did some research, felt it was the inverter that was the problem and ordered the part. Before I received the part, the laptop just one day decided not to turn on at all. I received the part and replaced the inverter, same problem... not turning on at all.

I connected it to an external monitor and it worked for a while, it now does not. However, here is the strange part, if I have the AC plugged in, and turn on the power, the monitor will not come on. If I plug in an external monitor, and I turn on the power, the LCD backlight powers on, but still no POST display. The built-in keyboard light does not work.

So when I do press the power button, no display at all, but the fan spins. However, the fan spins and sounds as if it spins, stops, spins, stops... as if it is struggling to stay on.

I have a feeling it's a power supply problem, but I want some expert opinions here before I spend more money on parts.
