troubleshooting Question

Power Supply Voltages

I have an Antec 480w TruePower 2.0 ATX Power supply.  I built a new system which consist of the following:
Antec P180 Case
Asus A8V mobo
Athlon 64 X2 4200+
Crucial 512mb DDR400 (2x)
ATI Radeion 9800SE AGP Graphics

Got everything in place.  Double checked all my connections.  Pressed the power button on front of the case and nothing happens.  I double checked the wires going from the case front panel to the mobo and all are correct.  I tested the power switch for ohms and it works fine.  I used my power supply tester and tested the ps.  All voltages pass except for the -5v.  Anyone have any ideas why the system will not start and also explain what the -5v is used for.
