Having Trouble Installing PCI Modem for AOL 9.0 on Windows 98SE

I'm currently working on a Dell Optiplex GXa running Windows 98 SE with a Pentium II 266 MHz CPU, 192 MB RAM, and the motherboard has an expansion bus on it that seats all the expansion cards, both PCI and ISA.  I'm attempting to install a PCI modem but it will not recognize in AOL.  It will recognize in Windows but will not dial out of anything.  I've tried 3 different modems but have had no success yet, and I'm doing this on a fresh install of Windows 98 SE.  Any ideas?

I would download the newest manufacturer drivers for Windows 98 on a different computer and then save them to a floppy.  It has been a while since I've played with 98, but on a newer OS you can look at the device manager to make sure there isn't a driver problem.  In Windows 2000 and XP you would right click on My Computer and select properties.  Then the hardware tab.  Then you would go into the device manager.  

I'm also pretty sure you have to have dial-up networking installed on Windows 98.  Go to the add/remove programs and then into Windows components and I think there is a communications button or section or something.  Make sure dial-up networking is enabled.

I wish I could have been more help but Windows 98 was when I first really started playing with computers and so my knowledge (and memory) is somewhat limited.
