Add subfolder to all mailboxes

We are running Exchange 2003 (SP1) with two stores on a Windows 2003 server. I want to create a subfolder and a rule for all mailboxes to help implement a new accounting system that sends emails for payment approval. Since mailboxes and rules are technically stored on the server, is there a way to script a subfolder and rule creation for every mailbox?

An event sink will do both for you. You would need to get one written for your particular needs, but it is perfectly possible.
