Server 2003 Interface not loading right

I have an Abit AW8-MAX Motherboard with Intel Pentium D Processor 2.8. I have had two gb (2x1gb) ram in there scence I got the board, and I just upgraded to 4x1gb ram and now when I boot the machine the interface is really slow to update and alert messages are only showing the title bar and the ok button.

It seams as if the computer is processing everything but it just won't display it right. If I go into safe mode it works fine. However even in safe mode I only see 3GB of ram. Which I am fine with because I know it's using all.

Now I have done some research on this and found that you need the /3GB switch on for the server to address all of the memory, however nothing I have done seemes to work. Can you help me with this or atleast point me in the right direction.

Also my OS is Windows Server 2003 EE SP1
