Defrag FAT32 drives from a bootable disk or a CD

Hi Everyone,
Can someone  tell me how to defrag a FAT32 drive from a dos boot disk or any other boot disk?
Is there any defrag tool available to defrag FAT32 from dos?
I know that earlier versions of dos(defrag.exe) were able to defrag 16bit DRIVES from a dos boot.
For those who would like to know ntfs4dos program offers low level defragmentation and does a pretty good job.
If there is such a tool available to defrag NTFS from a boot disk,how come there is no tool to defrag FAT32 from a boot disk?or  have I missed it?
