troubleshooting Question

Compaq pc - need to unplug the power wire. why?

A client has a Compaq pc that has the following problem approximately a month.
When you boot the pc, it stops at the bios screen before detecting hardware.
You can't enter setup because the keyboard does not work.
You can reboot over and over and it still fails.

If you unplug the power wire, then plug it back in, you're back to normal.

I thought it might be a power supply issue, but since it goes back to normal, that seems wrong.
I thought it might have something to do with a hibernate mode, however, the symptoms seem incorrect.

What's going on here?!
