W2K Pro laptop internet connection question

I'd like to be able to use my IBM ThinkPad w/2000pro laptop on the internet w/o having to always cycle my home cable modem or a friend's modem, which is what I have to do for it to get online to clear the cache.  Is there a way to configure the laptop to auto-detect any internet connection?    Ultimately, I'd like to take it anywhere (i.e. internet cafe, friend's house, etc.) and it simply be online.

The user I log on as has administrator rights and TCP/IP has been set to "Obtain an IP add auto..." and "Obtain DNS server addr auto..." as well as IE being set up to "Auto Detect" w/o any other settings set.

Suggestions appreciated.
