I have a small domain, 2 DCs. I have set the policy to require password complexity, a minimum length of 6 characters, and will remember 3 passwords in history to that can't be repeated. When I go to change a password, I get an error: "The password supplied does not meet the minimum complexity requirements". The password I tried were completely unique, and have never been used previously. They also exceed the minumum requirements.

What is going on?? Any thoughts?
