If I want this to be used for most of my app's forms except for a couple, how can I override this?

input, textbox {
      font-family: Verdana, Arial, Helvetica, sans-serif;
      font-size: 11;
      background-color: #FFFFFF;
      border: 1px solid black;
      padding-bottom: 3px;
      background-color: expression((this==document.activeElement) ? "#ffffff" : "#F2DCC2");
}

I've tried putting a class in the TD and actual aspx textbox but that doesn't work

Using a class should work. Maybe the problem is that you're trying to set rules for a 'textbox' but there is no 'textbox' element. Maybe you mean 'textarea'...?

I had to end up putting the class in each textbox tag to override the parent....
