EULA Loop
Just installed Project 2003 server on Windows Server 2003 Standard Edition. When logging into PWA for the first time we're asked to accept the EULA, when we click on accept then next it always goes back to the same EULA page. I've read through every Project Server knowledge base article I can find, the only one I found matching my problem didn't apply (removing the active x controls). We get the same error on all computers and all servers.
Tried reinstalling project a couple times, no help.
Updated to Service Pack 2a, no help.
Set IE security settings to low , no help
Added the site to trusted sites, no help...
Ran out of ideas, any help out there?

Tried multiple users
no .man policies
very generic policies, even tried from a "non-domain" computer from home.
active x is what every other solution points to, I even downloaded the manual project active x controls and manualy registered them, no help

In that case i think that you should use tools SysInternals

at first download tool RegMon, i guess that from same reason user isn't able update informations in registry.. if you didn't find anything in registry try filemon

What do I look for when running regmon and or filemon?
Info that ST Failed for example that application weren't update information in registry
You didn't bookmark it by any chance did you? If you did, make sure that the url is just <servername>/Projectserver . You also need permissions to install plugin into your browser.

Run the regmon when you are starting IE and loggin to MS Project server. and monitor ALL requesr for registry access which failed.
Even as admin you haven't to be able acces same files or registry keys. (but of course Administrator have permission to change the permissions).
But you should start from other end, MS Project ussually worsk on clean installation of Windows XP and 2000, so install the OS (from CD, do not use image or any customiuzed installation packade) and log to MS Project server, And when it will be OK install the components which are deployed on your regular computer and after each step check out if there isn't problem with EULA loop.

Tryed with a brand new install, not on the domain first, then on the domain.. still not working.
traderhank1:I'm afraid that in such case you shoudl escalate your problem to premier support.
By the way ST. ago my coleague have been preparing training lab, and there was also strange problems, he installed server several times and in 11pm we try to instal lproject server from another CD and problem was solved. :)

- Uninstall IE Enhanced Security Configuration if it is installed (Start > Control Panel > Add/Remove Programs > Add/Remove Windows Components
- make sure that your Project site is in Trusted hosts (in IE go to Tools > Internet Options > Security > Trusted sites > Sites )

Was already done.
traderhank:Can you descrive haw did you install the Windows XP.
Did you used Restoration CD which was shiped with your computer ? Or same modified Insttalation which is used in your company.
Or you used Installation CD from Microsoft which wasn't modified and imediatelly after installation when you try to log in to MS Projet server you have problem with EULAloop ?

99% of the computers have been installed with xp pro cd from microsoft and then the updates and service packs applied
I also tried a brand new computer with no updates or service packs installed, same problem
dosn't matter if it is home or pro, oem or retail...none work, including the server itself...all of them keep getting the loop

Try this:
Choose Tools/Internet Options/Settings/View Objects.
Highlight the two objects that start with PJ, right click and choose Remove.
You probably have some 2002 controls hanging around.

1) Please checkout if there isnt problem with user profile (same error or warning in event log)
2) Check out that you aren't using the mandatory profiles.(in defaul user profile the regisatry file have extension .man)
3) There should be same nasty policy in your domain ( move one computer and User to OU where isn't any policy) but problem can be also caused by your domain policy.
