troubleshooting Question

mac and pc on same network

have had 4 pc's on an internal lan for 4 years. all desktops. 2 with set ip addresses and 2 dhcp from router.
the 2 dhcp have been removed and replaced with 2 mac latops on dhcp from router.
last night there were problems connecting to the internet on all four computers.
when looking at the network connecion for  one of the macs it indicated there was a ip conflict with one of the pc's that had a static ip. now the pc had its ip had its ip long ago.
are there not rules that should not allow the mac from trying to take  the static ip?
