Outlook 2003 SP2 and Exchange 2003 SP2

I am looking into archiving emails for some of my heavy email users.  I was testing on my account when I found something I wasn't expecting.  I found a file named Outlook that is an office data file in the same folder as my archive pst.  I never moved my email from the server, so I tried to delete it, but the system told me that is was in use.  

My question is, where did that outlook file come from?  My archiving worked fine, but I don't know where this other file came from.
