Cannot add a new user profile in Citrix

I cannot add a new user (profile) in Citrix. When a new user is added the "default" user folder is copied to the new user profile in C:\Documents and settings. However there are two temp files (Jexxxxx.tmp) I found that the default user folder is locked by a process (ImaSrv.exe). Because these two files are locked, the default user folder is not able to copy, hence preventing the new user profile from being set up.

If I stop the service I can not manage citrix. so a loop. Anyy ideas would be very helpful.

You need your IMA Service to be running.  I assume you are not using roaming profiles?
