SQL Server Installation corrupt or has been tampered with (Could not open SQLEVN70.RLL)

Hello.
Running a Windows XP Pro laptop with Service Pack 2. I started working on this computer for a customer when they had problems uninstalling / reinstalling MS Office 2003 or XP. That has been resolved. Since it came into my possesion it has been getting this error on startup: "Your SQL Server installation is either corrupt or has been tampered with (Could not open SQLEVN70.RLL). Please uninstall then re-run setup ro correct this problem" The only option is OK - and when clicked the message goes away and seems to affect nothing. Then on reboot of course the message shows up again. As best I can tell nothing on this computer uses SQL. MS Office has been successfully reinstalled and is running fine. Any ideas?

I have also disabled all startup items from msconfig and it made no difference.

I have looked HIGH & LOW over the Internet and Microsoft support for a solution that works, 500 points to my hero.
