Server Loop

I have a Dell PowerEdge SC430 that is running AD, Exchange 2003, and is being used for file and print sharing.  This server was performing well until today, we came in to find that no one could connect to their mail and all other services were down.  When we took a closer look and it appeared that the power had failed and so had our UPS.  When I tried to reboot the server it goes through the post and the Dell screen and begins to load windows.  After a few seconds it flashes back to the POST and begins to load windows again.   Any suggestions?

It does the same thing in safe mode.  Starts to boot and then flips back to the post.  
Can you get into BIOS?

Check out any settings that have to do with boot to make sure it's finding boot drive etc.
Yes, the problem is that I am not on site, I have a non-tech guy that is following my instructions and I am hesitant to have him poking around in the BIOS.  It is a three our drive back to the location and I was hoping that someone had a quick fix.  That being said, I will have him take a look, but I assume it is finding the drive because it begins to load WIN 2003 and then cycles back to the POST and starts over.
