Group Policy Object Editor doesn't display all extensions

When I attempt to edit a group policy object in the GPO Editor, I can't see all the extensions that should be there by default.  When I look under User Configuration at the Windows Settings, there should be a list of extensions there (Administrative Templates, Security Settings, Remote Software Installation, Folder Redirection, Scripts, Internet Explorer Maintenance).  For some reason, all I can see is the Remote Software Installation option.  Since MMC Help indicates that these extensions should be there by default, I don't know why they are not displayed.  I don't believe it is a permissions issue, because I probably wouldn't be able to edit the GPO at all if that were the case.  I have uninstalled and reinstalled the Server 2k3 admin pak at least 10 times now, and it still doesn't work.  Please help!

The cause can be a corrupt GPO database.

Pete's answer wasn't the exact solution I was looking for, but it did point me in the right direction.  The system had been upgraded from 2k Pro to XP Pro, so the old templates were still in place.  A system restore ended up fixing the problem.  Thanks!
